Mr Chavarat and Deputy Agriculture Minister Supachai Phosu joined thousands of people at a ceremony to open the city gate.
A bill on the establishment of Bung Kan province in the Northeast was passed into law by parliament and has been published in the Royal Gazette.
Bung Kan province comprises eight districts - Bung Kan, Pak Khat, So Phisai, Si Wilai, Seka, Bung Khla, Phon Charoen and Bung Khong Long. It was carved out of Nong Khai province.
Sompong Arunrojpanya has been appointed first governor of the new province, which will have two MPs.
