The cabinet today will consider a proposal to develop Pattaya and nearby areas as a special development area with an investment of 15 billion baht over 10 years.

The master plan would cover 949.47 square kilometres of Pattaya and nearby areas or a total of 593,418 rai, according to the Designated Area for Sustainable Tourism Administration.

The agency proposes a budget of 13.5 billion baht to be spent over 10 years by government agencies, with the rest of the investments to be made under public private partnership (PPP) ventures.

The administration will also seek cabinet approval in principle to use PPP as a method for investments such as a 1.5-billion-baht waste treatment system in Pattaya, which would use byproducts as raw materials to generate electricity.

It also suggested creating a special committee to supervise development because of the various agencies involved.

In addition to declaring Pattaya, the agency proposes the same designation for the Sukhothai-Si Satchanalai-Kamphaeng Phet historical park.
