23-inch-tall Filipino ready to enter records book as shortest man

There are no small world records, only small world record holders.
The latter category will likely include 23-inch-tall Junrey Balawing when he turns 18 today, making him eligible to hold the Guinness World Record for the shortest man on Earth.
After Guinness officials measure him today, the native of the small Filipino village of Sindangan will edge out the current title holder, Khagendra Thapa Magar of Nepal, who stands a relatively towering 26.4 inches tall.
