South Korean students wave flags to rally support for Pyeongchang's bid for the 2018 Winter Olympics, on July 6.

(CNN) -- The International Olympic Committee will announce Wednesday its pick for the host city of the 2018 Olympic Winter Games.

The three bid cities are Munich, Germany; Annecy, France; and Pyeongchang, South Korea.

"I cannot predict the outcome of the vote, but I can say with confidence that the city selected to host the 2018 Olympic Winter Games will have the capacity to deliver outstanding results," IOC President Jacques Rogge said Tuesday.

France has hosted three editions of the Winter Olympics, most recently in 1992 in Albertville.

Pyeongchang narrowly failed in its bids for 2010 and 2014, losing by three votes to Vancouver, Canada, for last year's event and by four votes to Sochi, Russia, for the 2014 event. South Korea has never hosted the Winter Games, though the capital city of Seoul hosted the 1988 Summer Games.

Should Munich get the vote from the IOC in July 2011, it will become the first city to host both the Summer and Winter Olympics. The city attracted the Summer Games in 1972.

Representatives from the three cities will make their cases to undecided committee members Wednesday. The committee -- meeting in Durban, South Africa -- will then vote.

The results will be announced at 11 a.m. ET.
